Introduction
Each year the Census Bureau provides bridged-race and unbridged population estimates by single-year
of age at the county level to the National Center for Health Statistics (NCHS) to meet programmatic
needs such as the creation of age groupings that differ from the standard groupings used by the
Census Bureau.
The Census Bureau itself does not release these bridged-race or unbridged estimates by single-year
of age at the county level due to concerns about the reliability of these estimates.
Because the Utah Department of Health also requires age groupings that differ from the standard
groupings used by the Census Bureau, we decided to use the population estimates that the Census
Bureau develops for the NCHS.
Every year, the Census provides NCHS a July 1 postcensal estimate and revisions to previous
postcensal estimates back to the last census year. Therefore, we will be updating population
numbers on IBIS-Q back to the last census in approximately September of each year. The IBIS-Q
version numbers will refer to the Census Vintage year for the estimates and postcensal revisions.

Years 2010-2015
The estimates for years 2010 through 2015 for counties by sex and single-year-of-age on
IBIS-Q are Vintage 2015 U.S. Census Bureau July 1 estimates based on the 2010 census
counts. They were produced by the Population Estimates Program of the U.S. Census Bureau in
collaboration with the National Center for Health Statistics (NCHS) and released on

Utah Small Area Resident Population Estimates
Years 2011-2015
The Utah Small Area population estimates for July 1, 2011 and July 1, 2015 on IBIS-Q were
revised on September 16, 2016 to reflect updated Vintage 2015 postcensal estimates for
July 1, 2015, July 1, 2012 and July 1, 2011 from the U.S. Census Bureau. The ZIP Code-level numbers
by sex and single-year-of-age were from 2011, 2012, 2013, 2014 and 2015 ESRI data estimates. We then adjusted
the Utah Small Area numbers to sum to the county totals (minus round-off error), while
maintaining the sex and age group distributions in each Utah Small Area.
NOTE: In addition to updating existing Small Area population numbers, there were
changes to some of the Small Areas, and the addition of one new Small Area in 2012. (See:

in a few of the high growth areas of Salt Lake and Utah counties. As a result the estimates for these

Year 2012
The estimates for 2012 on IBIS-Q were U.S. Census Bureau July 1, 2012 county-level total
population estimates. These were released by the Census Bureau in March 2013. We applied
the proportions by sex and single-year-of-age from the 2011 Vintage estimates (see below)
to the 2012 total county counts in order to impute the 2012 county estimates by sex and
single-year-of-age. These were added to IBIS-Q in May 2013. For more information please see:

Bureau April 1 Census ZIP Code population counts. We adjusted the counts from the April
Censuses to agree with the revised intercensal July 1 estimates for Utah counties from the
National Center for Health Statistics that were developed in collaboration with the U.S.
Bureau of the Census. ZIP Code-level estimates by sex and age group for 2005 were obtained
from ESRI with an endpoint projection to 2009. So the 2006-2008 estimates were developed as
linear extrapolations. The Utah Small Area numbers were adjusted to sum to the county
(minus round-off error), while maintaining the sex and age group distributions in each Utah
Small Area.

adjusted the counts from the April Censuses to agree with the revised intercensal July 1
estimates for Utah counties from the National Center for Health Statistics that were
developed in collaboration with the U.S. Bureau of the Census. ZIP Code-level estimates by
sex and age group for 2005 were obtained from ESRI. The estimates for Utah Small Areas for
2001-2004 were created by linear extrapolation between the 2000 counts and the 2005 ESRI
estimates by sex and age group in each Utah Small Area. The Utah Small Area numbers were
adjusted to sum to the county (minus round-off error), while maintaining the sex and age
group distributions in each Utah Small Area.

The estimates for July 1 of years 1990-1999 are based on the 1990 and 2000 U.S. Census
Bureau April 1 Census ZIP Code population counts. We adjusted the counts from the April
Censuses to agree with the July 1 estimates for Utah counties developed by the Utah
Governor's Office of Planning and Budget (GOPB) and the Utah Population Estimates
Committee (UPEC). When the Utah Small Areas were developed in 1997, ZIP Code-level
population estimates by sex and age group were purchased from CACI Marketing Systems for
year 1997. The CACI file also included estimates for the average annual rate of population
change for each ZIP Code and this information was used to derive the 1991-1999 population
estimates. The Utah Small Area numbers were adjusted to sum to the county (minus round-off
error), while maintaining the sex and age group distributions in each Utah Small Area.

The estimates for years 2000-2009 are intercensal estimates of the resident population at
the county level as of July 1, 2000-July 1, 2009. They are based on the 2000 and 2010
censuses. They were produced by modifying the 2000-2009 postcensal estimates to account for
differences between the postcensal estimates for April 1, 2010 and 2010 Census counts. They
were released by the U.S. Census in October 2012 and were included in IBIS-Q on

State and County Estimates
Utah population estimates have been available in Utah Department of Health (UDOH) query
systems since 1994 with the development of ACTION2000 and continuing to the present in the
IBIS-PH Query System (IBIS-Q). The population estimates are used in other IBIS-Q modules for
the calculation of rates, including rates of cancer, hospitalizations, deaths, and births.
Initially, and until November 2012, the estimates for the state, counties, and local health
districts were from the Utah Governor's Office of Planning and Budget (GOPB: now the Governor's
Office of Management and Budget or GOMB). GOPB, in collaboration with the Utah Population
Estimates Committee (UPEC), developed estimates and projections for counties by sex and
single-year-of-age based on a model that differed from that used by the U.S. Census Bureau.
Specifically, the GOPB model utilized specialized local Utah information so that the estimates
were considered to be more accurate than those from the U.S. Census Bureau Population Estimates
Program. However, the GOPB decided to discontinue developing estimates for counties by sex and
single-year-of-age. And because some health indicator measures require the use of specialized
sex and age populations for denominators, the UDOH Center for Health Data and Informatics
decided to adopt estimates that the National Center for Health Statistics develops in
collaboration with the Population Estimates Program of the U.S. Census Bureau.
Utah Small Area Estimates
When UDOH staff developed Utah Small Areas in 1997, population estimates for the ZIP Code
areas were obtained from a commercial vendor and then adjusted to GOPB county estimates to
create Utah Small Area population estimates so that the Utah Small Areas within a county summed
to the county total. The Utah Small Area's sex by age group numbers were made to sum to the
county estimate and in the process were adjusted to have the same age and sex distribution as
the county. While revising the Utah Small Area estimates in November 2012 to agree with the
NCHS/U.S. Census estimates and revisions by county, UDOH staff decided that it would be more
appropriate to maintain the Utah Small Area age and sex distributions in the adjustment to
summing to the county estimates. Due to the different data sources, the county estimates which
result from summing across all Utah Small Areas within a county will not be an exact match with
the estimates from the NCHS/U.S. Census Bureau county-level data set.
Race and Ethnicity Resident Population Estimates
Population estimates by race and ethnicity in IBIS-PH have always been taken from the U.S.
Census Bureau Population Estimates Program, starting with year 2000, and available for counties
and local health districts. However, during the time that other Utah estimates were taken from
the GOPB, county and LHD totals from this data did not sum to GOPB numbers.
