    • type: Hazard/Intervention
    • descript:
      • abstract: This query contains the count of elevated blood lead level cases by zip code.
      • Important
      • Measures: 1. Count of elevated blood lead level cases by zip code.
        • Derivation:
          • Numerator: The number elevated of blood lead level tests reported by laboratories to the Utah Department of Health.
          • Denominator: Denominators used to calculate rates among children represent the number of children tested and adults represent the number of persons in the Utah labor force population provided by the Utah Department of Workforce Services.
          • Rates: NA
          • MeasureUse: These data can be used to identify populations that are not being tested adequately and improve testing; allow for a better understanding of what the blood-lead surveillance data represent; allow for comparison across the state in order to target interventions; identify communities at risk; and identify children who should be tested for lead exposure by identifying high-risk communities.
          • MeasureLimitations: This measure represents the percentage of elevated blood level tests among the total number of children tested and the number of adults in the workforce. Because not all children and adults who are exposed to lead are tested, the numerator may not adequately represent the total number of individuals with elevated blood lead in Utah. The denominator is limited because all members of the labor force may not be at risk for lead exposure, and some adults exposed to lead may not be members of the labor force.
      • Unit: Patient with elevated blood lead.

      • Purpose: The Utah Blood Registry (UBLR) within the Utah Department of Health functions to identify residents of Utah with elevated blood lead levels. The UBLR provides risk assessment to help the individual limit and remove their risk of lead exposure. The UBLR serves as a resource for physicians, hospitals, local health departments, and researchers. The UBLR provides blood lead data to national agencies for generating national statistics and to state and local agencies for identifying high risk areas. The UBLR provides an educational and data resource for physicians, nurses, and other institutions to help protect Utah’s population.
      • Use: These data can be used to identify populations that are not being tested adequately and improve testing; allow for a better understanding of what the blood-lead surveillance data represent; allow for comparison across the state in order to target interventions; identify communities at risk; and identify children who should be tested for lead exposure by identifying high-risk communities.
      • DataSources: Blood lead data is provided to the Utah Department of Health, Utah Blood Lead Registry, from laboratories, hospitals, health clinics and physicians. Utah Population Estimates Committee (UPEC) and the Governor’s Office of Planning and Budget (GOPB), 2008 Baseline Economic and Demographic Projections (Revised on 7-23-2008).
      • DataLimitations: The Utah Blood Lead Registry receives data from healthcare providers and laboratories across the state of Utah that conduct both capillary and venous blood lead testing. The Utah Injury Reporting Rule was changed in 2017, enabling all blood lead tests, not just those ≥10µg/dL to be reported to the Blood Lead Registry. However, some health care offices that use a portable blood lead analyzer do not report their results. Therefore, the denominator is not a true measure of all persons in Utah receiving a blood lead test being reported.
      • Standards: Data from laboratories are converted into a standardized format. The data are validated through a standardized process.
      • ReportingProtocols:
        • supplinf: Under the Injury Reporting Rule R386-703, specific to the injury of an Elevated Blood Lead (≥ 5µg/dL), a reportable injury evaluated or treated at a hospital shall be reported by that hospital. Reportable injuries not evaluated at a hospital shall be reported by the involved physician, nurse, other health care practitioner, medical examiner, or laboratory administrator. Each case of injury shall be reported to the Utah Department of Health or to the local health department responsible for the geographic area where the injury occurred. The local health officer shall forward all original reports to the Utah Department of Health. The injury reporting rule changed from ≥ 10µg/dL to ≥ 5µg/dL in 2017. Because the Utah Blood Lead Registry falls under the definition of a public health entity, the Injury Reporting Rule takes precedence over the recent legislation called HIPAA, the Health Insurance Portability and Accountability Act. For more information regarding public health, including blood lead reporting and HIPAA, please go to the Centers for Disease Control and Prevention website at: https://www.cdc.gov/nceh/lead/default.htm

      • Constraints:
        • Access: Public Health Professionals may only access Utah Tracking Network data through Secure IBIS-PH or in any other way after submitting a complete application as contained in the document Third Party Application for Access to Secure IBIS-PH for Public Health Professionals. Similarly, researchers must submit a complete application as contained in the document Third Party Application for Access to Secure IBIS-PH for Research Projects. The SRB does not serve as an IRB. Applications requiring an IRB must submit for IRB approval separately. The applications can be submitted concurrently, but the SRB will not grant data access until they have received proof that the IRB has approved the research project. The SRB may conditionally approve access to Secure IBIS-PH pending IRB approval. The SRB ensures that the research proposal meets all of the data owner(s)’s requirements.
